The riots in several neighborhoods in the Lisbon Metropolitan Area, such as revolt over the death of Odair Moniz at the hands of the police, are unanimously condemned, but must be seen in light of the relationship between the residents of these neighborhoods and the PSP. Life in these neighborhoods, considered a Sensitive Urban Zone, is always very tense, even for the vast majority who have nothing to do with crime.
