Interview with Castro Almeida: Government will change public contracts law to prevent litigation from blocking public works

PTo accelerate the execution of the Recovery and Resilience Plan (PRR), the Government intends to amend, during the summer, the Public Contracts Code (CCP). The objective is to reduce the cases in which challenges from losing competitors could delay the award and progress of works. “It is essential to review the entire public procurement system, because Portuguese legislation is more demanding than European obligations. Today it has been proven that all the pre-contractual litigation delays the completion of works in a dramatic way,†the Deputy and Cohesion Minister, Manuel Castro Almeida, tells Expresso.
