O President of the Republic would like to reinstate Admiral Gouveia e Melo for another two years as chief of the Navy’s General Staff (CEMA) — to stop him from running for president — but the military man, who continues to lead polls for Belém, he will only agree to be in charge of the Navy if he has guarantees that the Government will significantly increase investment in the Portuguese naval force, Expresso learned.
