António Costa had a thought about the political spectrum that went like this: there would be a growing bipolarization in Portuguese political life, the PS would be responsible for leading the left bloc and the PSD the right bloc. This thought was repeated in a constant refusal of any central block, structural or circumstantial, in the instruments of governance – read the State Budget. For the rest, the conversation was different. It was an order of national politics that meant that the alternation in governance was between two distinct projects at an economic, financial and social level, although in parts (especially in areas of sovereignty) that coincided.
